Jeffery S. Watson is an Ohio attorney who has had an active trial and hearing practice for over 30 years. As a trial lawyer, he has a unique perspective on real estate investing, wealth building and asset protection. He has tried over 20 civil jury trials and has handled thousands of contested hearings. Jeff has changed the law in Ohio 5 times via litigation or legislation.
As a real estate investor since 1994, investing in both residential and commercial properties Jeff has been through multiple market cycles. He currently represents established real estate investors in commercial and residential matters when the transactions involve self-directed retirement accounts. He is a recognized thought leader and innovator in the field of real estate and note investing, wealth building and self-directed retirement account transactions. Thousands of investors have used documents created by Jeff to invest in notes or properties.
Jeff is a nationally-recognized authority regarding regulatory concerns with wholesaling. In his home state of Ohio, he has worked with the Ohio Division of Real Estate and nationally with ARELLO regarding the legality of wholesaling.
Jeff is general counsel to the National Real Estate Investors Association. Jeff is also general counsel to and a cofounder of Realeflow, LLC, which made the Inc 500 list in 2011. Another of his clients made the Inc 500 list in 2018. He currently advises five different national training or educational organizations with a combined membership of over 200,000 investors. Jeff authors an email newsletter twice a week and maintains a blog at WatsonInvested.com on investing, business and entrepreneurship which are read by over 10,000 successful investors.
From 2010 to present, Jeff has led lobbying efforts in Washington, DC on behalf of real estate investors which has brought about several changes in both government regulation and policy on distressed property purchases and resales. In 2014 and 2015, his efforts on Capitol Hill helped bring about change in the U.S. tax code and helped reinstate the Mortgage Debt Forgiveness Act. He also met with FHFA regarding disposition of defaulted notes and mortgages in a bulk format. In 2016 Jeff met with the Consumer Financial Protection Bureau regarding regulating land installment contracts, and he is currently working to secure passage of the Affordable Home Access Act, H R 5013 during the 2021-2022 session of Congress. In 2021 Jeff co-led the fight to protect SDIRAs from harsh restrictions. The Build Back Better bill was amended before the House vote on Nov 3rd 2021 due to these efforts, with the harsh restrictions on SDIRA removed.
Jeff’s efforts to secure reform in the real estate arena aren’t just on Capitol Hill. In 2018 Jeff became a member of the board of directors of Quest Trust Company, a nationally recognized leader in SDIRA services. In 2016 he was instrumental in the passage of H.B. 463 amending the Ohio Civil Rights Act to protect Landlords from frivolous claims as to “comfort animals”. He was the co-creator of the Option Contract method that revolutionized the short-sale flipping process in 2008.
Jerry D. Parrish, Ph.D. is the Chief Economist and Director of State and Local Policy Analysis at the Florida Institute of Government at Florida State University. Dr. Parrish is also a Faculty Adjunct in the Masters of Applied Economics Program at Florida State University, and serves as the Chair of the Council of Economic Advisers at the Haas Center at the University of West Florida.
He previously was the Chief Economist and Director of Research for the Florida Chamber Foundation. During that seven-year period, he was responsible for conducting in-depth analyses on the Florida economy and on solutions to help secure Florida’s future.
Previous to that position, Dr. Parrish was the Chief Economist and Director of the Center for Competitive Florida at Florida TaxWatch. Prior to that position, he served as the Associate Director of the Center for Economic Forecasting & Analysis (CEFA) at Florida State University. He has many years of experience in the private sector in management roles at international manufacturing companies.
He earned a B.S. in Agricultural Business and Economics from Auburn University, an M.B.A. from Bellarmine University, and M.S. in Economics from the University of North Carolina at Charlotte, and a Ph.D. in Economics from Auburn University.

Alaina Ray serves as the Neighborhood Development Services Director for the City of North Port, Florida, where she oversees the Planning and Zoning, Building Permitting and Inspections, and Code Enforcement Divisions. Ms. Ray has 18 years of professional planning experience, with 16 years serving local government. Prior to joining North Port, Ms. Ray most recently served as Director of Planning and Zoning in Loudoun County, Virginia, part of the Washington, D.C. metro region with over 400,000 residents and the largest concentration of data centers in the world. Most of her experience has been in Florida, where she previously held director positions for Longboat Key and Orange Park. In addition, Ms. Ray worked as a Project Manager for the U.S. Army Corps of Engineers’ Everglades Restoration Project, the largest watershed restoration project in U.S. history. Ms. Ray holds a certified planner credential through the American Institute of Certified Planners. She earned a Bachelor’s in Environmental Studies from the University of Texas at Dallas and is nearing completion of a Master’s in Public Administration.

Bill Loughrey is originally from Westfield, NJ where he began his appraisal career for a private company performing revaluations for municipalities in central and northern NJ. The warm weather and lower taxes brought him to Florida in 2002 where he joined a different side of the industry as a Realtor and mortgage broker before returning to mass appraisal in 2007 with the property Appraiser’s office.
Brian has over 19 years experience in all facets of mass appraisal including defining neighborhoods, property inspection, valuation of properties, tax roll preparation, value defense, final roll preparation and management. He served as the President of the Florida Chapter of International Association of Assessing Officers and was the recipient of the Public Sector Champion award in 2014 from Thomas Reuters. Brian is a Certified Florida Evaluator and the Chief Deputy for Bill First, Sarasota County Property Appraiser, where among his top priorities are efficient and friendly service to all residents within the county and ensuring a fair, equitable and accurate valuation of all properties within Sarasota County for tax roll purposes.
Brian is married to Wynta Laughrey and resides in Sarasota with their son Zachary.

Sarasota REIA continues hosting “Real Estate Rock Stars” joining us this month: David Tilney. You’ll not be disappointed! David Tilney has been managing single-family houses in Colorado Springs for 40+ years. He’s provided long-term housing for hundreds of families during his impressive career as a landlord/property manager. Even in tough rental markets, his properties stay full.
David has invested in rentals, notes, foreclosures, tax sales, IRS liens and leasehold interests. David’s nationally recognized for his skill sets for managing single-family homes and enjoys being a landlord. He believes his tenants are his greatest assets.
Tilney has a unique philosophy of property management. He works hard to foster a ‘team’ approach among his tenants, vendors and owners and believes his tenants are his greatest assets (not his properties). Where many property managers use penalties to control tenants, David favors the carrot over the stick and tries hard to reward tenants when they help his bottom line. He believes that the secret to success is to screen for the ‘best qualified’ occupants using consistent criteria that comply with federal, state and local Fair Housing laws, and then to turn over day-to-day control of the property to the tenant. “Our tenants are the ‘on-site’ managers,” says Tilney. He tries hard to treat people the way they would like to be treated. This approach has worked well for David who believes that his properties, and his relationships with tenants, generally improve over time.
David has also developed a master leasing system (more commonly seen in the commercial market) for single family houses. Master leasing is the most economical way to get into the real estate business today. Utilizing master leasing you can create cash flow in any market, control property without ownership, limit your liability, and build equity with no money down
David and his wife, Mary, spend 8 months each year in Naples FL and their summers in Colorado Springs. His unique systems and procedures allow him to manage his rental portfolio from wherever he is. David is a life-long learner and has a passion for teaching. He shares his unique system in his Hassle-Free Property Management and Master Leasing seminar which he has presented for over 29 years.
